History: Founded by a disgruntled exam flunky turned rouge the license hunters are one of the only groups who dare to pray on licensed hunters and are all accomplished nen users. Formed out of perhaps a desire to achieve the wealth and freedom of a hunter with out passing the exam the license hunters are also one of the only places which regularly sells hunter’s cards, that is if you can find them and afford one. Because they rarely kill their targets the tend to make powerful enemies so the license hunters always chose their targets carefully often planning their actions months in advance. The license hunters are also on the look for accomplished nen users who can fulfill roles vital to their operation though there never seems to me more than eight of them.
